As we slowly move towards the redevelopment of the Macy’s in Ballston, does anyone have a firm idea who the grocer is? I’ve heard both Wegmans and Whole Foods.

We're talking about the densest block group in the whole DMV area. I think it could well sustain another grocery. Plus let's be real, as far as groceries go Target is crap.
Target has a tiny grocery section. The only grocery store in Ballston is HT and it’s also small - not sure if the new one will be much bigger. Ballston definitely needs a 2nd.
That HT is gigantic compared to the Shirlington one.
Hope it’s a Whole Foods! What’s the timeline for completion?

I believe they’re talking about the plan to knock down Macy’s and build up apartments, with the bottom floor being a currently unknown grocery store. Construction hasn’t started yet. Based on a paragraph in the article you posted, I don't think that's it:

Hmm, well, there's already a Safeway just a short walk further west along Wilson Blvd. It's full-sized, and because of its age I suspect it's on land that the corporation or franchisee actually owns. I can't imagine they'd move such a short distance, only for a smaller piece of real estate that they'd then be leasing. But... ¯\(ツ)/¯
My guest is Whole Foods which wold crush it IMO. The Clarendon store is small and busy all the time. They could probably keep both open or consider switching Clarendon to an Amason Fresh.
