Only if it caused you a financial loss. Which will be extremely hard to prove if there is no injury. And even if a psychiatric expertise says you have suffered, there's not much to write about in this sub.

IDK, but even if you saw the falling block of concrete and it didn't do anything in real life you could still sue because that building is not up to code. Or maybe you report to the police or something. I don't know.

Maybe you could try getting footage from an outside store cam or a traffic light camera of your near-untimely death if it wasn’t for the regen
