...I mean, you could sue for damage to clothes and your phone or whatever, sure. But you can't sue for medical bills that don't exist.

Only if it caused you a financial loss. Which will be extremely hard to prove if there is no injury. And even if a psychiatric expertise says you have suffered, there's not much to write about in this sub.

IDK, but even if you saw the falling block of concrete and it didn't do anything in real life you could still sue because that building is not up to code. Or maybe you report to the police or something. I don't know.
