"any items that are contaminated with mold, bodily fluids, insects, oil or hazardous substances are exempt from the said ban." Guessing painty drop clothes are included there.
Waste oil you can return to anyplace that sells new oil (also true for other hazardous waste).

Dry latex paint is not considered hazardous waste. Any old latex paint, if you leave it uncovered and let it dry so that it's no longer liquid, can be thrown out in your regular trash.

really depends on the place, they've gotten VERY particular about it. you need to prove you bought that quantity from them and the city specifically excludes it from hazardous waste pickups.
