Pigeons are a domesticated species that we abandoned long ago. The birds you see aren't wild, but feral.
Which is to say they aren't protected by the Migratory Bird Treaty act and you can keep them as pets if you catch them when they're young.
Just a fun fact!

They're honestly wonderful pets. Look into getting or building a loft if you have the yard space and the time.

They adapted to cities because we caught them and selectively bred them for traits that we found pleasing, just like dogs.
