If you own a home, it's your home and no one is going to stop you having a dog. I guess you could find a shitty Hoa but usually that's a condo thing.

A house for 400k is really hard and won't have extra rooms. 400k is like peanuts unless you're really in the booneys

You're describing a lot of WA state. Lots of <400k homes outside the major metros that are close to outdoor stuff. Can have a dog in any of them - it's your house. Just open realtor.com and start searching.

Vancouver, WA is pretty nice, much cheaper than Seattle but it's a solid city. $400k is cutting it close but you can definitely get a good 3 bedroom house with that budget. It's a super central location. Lots of good hikes within an hour drive, even 30 mins if you're not picky. It's right across from Portland if being a foodie is important to you. It's 2 hours to the coast, Bend, Hood River, Mt. Hood. If you're buying a house I'm not aware of any HOA that has a breed restriction. Some apartments do restrict but there's plenty that will allow german shepherds. I've got a few neighborhood guides on my website if you want to know more about it or feel free to message me.

As far as your dog goes look into what it takes to get a Service Dog or emotional Support designation. With either of those you cannot be denied by any organization. I know, I own rental property in Washington. My daughter did that with her Doberman Bitch in Virginia then she was golden and no restrictions.

Friends live in Vancouver WA and love it. They have a couple of Bernese and do hiking. You could also look out towards Carnation if you could stretch to 500k. Close to the mountains and not far from Redmond.
