Unfortunately I don't think Washington state has a law regarding this. Looking into it, I see 10 states that have such laws, and Washington is not one of them.

You can always tell them you don't HAVE a phone capable of setting and receiving text messages.

In my opinion if you’re on your phone at work so much where it’s essentially part of the job, you should get a work phone to be reimbursed for any associated expenses.

Agreed. If you expect me to put any of your work shit on my phone, you should expect to subsidize my phone, or provide one to me.

Welcome, I hope you like it here. I’d refuse and make it their problem. I’d accept using outlook dot com app or their encrypted messaging app on my locked down personal device.
If some chit goes down, they can try to compel you give them your phone for a HR, police, insurance claim, L&I investigation, or almost anything. Regardless of your involvement/actual culpability. If this moment ever arrives I’ll delete the company app, then reset the device and wipe all the data, then hand it over and immediately suspend service on the device, then replace it. This is just the device part. Good luck.

You can also claim you have a phone that does not support security requirements. If Apple no longer supports the phone, then it poses a security risk because it won’t update the iOS any longer. In my place of employment this would mean I could no longer use any secured apps like Outlook, Teams, or Authenticator. I may have gotten some technical terms incorrect, but hopefully you get this gist. Anyway, I have to use my personal phone because I am 100% remote. I turn off all notifications and I’ll be dammed if I open any work app after 5pm.
