I'm trying to figure out how much of a rent increase I can expect when my lease is renewed in August, so I was looking up Washington rent control laws (transplant, first year here). I came across a bill that was put up for vote in February that would cap rent increases, put strict notice requirements on rent increases, and would give renters the option to terminate their lease penalty free if the rent increase was enough. The bill was HB 1388.
Some places I can find says that the bill passed, but list no effective date for the changes. Other sites don't mention that the bill existed at all, but nothing says it DIDNT pass. Has anyone else heard of the bill and is familiar with what it entails?

The bill was introduced but hasn't gone to committee or put on any calendar, so it does not look like it will be taken up anytime soon.
