From the coloring and texture, it's unmistakably a death flake, a type of ocean worm. Those nodules emit a toxin that takes about 3 days to work its way into a body and begin causing immense pain.

As others have said, it looks like a type of kelp called Turkish Towel. Although, I thought it was a Nudibranch for a moment. Which would have been a cool find.

I was hoping for something exciting like a Nudibranch or a California Stickapus. Instead I got a piece of kelp.
