Exiting "worst drought categories " does not mean exiting drought. Please do not assume California is okay because it's isn't in "extreme drought" now

Even at its best, most of California is an arid climate, so some degree of drought is pretty standard and really isn’t a problem or concern.

Actually it's not though. The central valley is arid, and the bottom like 15% is desert, but that's not most of the state.
