Honesty is important, making a pointless reply that does not contribute to anything is not. It is clearly a rhetorical question, meaning it does not require an answer, it was asked for dramatic effect and/or to make a point. So no you don't always need to answer when someone asks.

To be fair, i understand the point hes/shes making. To me its a valid statement even if it does uncomfortably force us to acknowledge one of the darkest parts of American history
