I just saw an interview with his sister. He left the group home without permission and tried to walk to work. He was trying to keep to his routine, not understanding that everyone was supposed to stay inside, or even that the theatre he worked at was closed (though apparently he'd been told). It doesn't sound like anyone is really to blame here.

Yeah, I mean, as /u/jeswesky mentioned, there's a good chance the staff that was there was overworked or without backup once the storm really got going. So "blame" for me is a strong word, and not what I really want to imply. It's an accident, and sure, someone made a mistake, but it is most likely a whole slew of factors that allowed this to happen.
We're just lucky that someone said "I better help that poor guy out," and not, "it's lake effect, bro. Stay inside."
