It's almost as if our entire economic system needs to be overhauled to have any meaningful impact at all

Or at the very least...our politicians need to focus on the big wins (energy, transport, food) instead of the tiniest things that don't actually make a difference (bags).

There's the problem!! But that's a political system overhaul (economic could be done at the same time, but without political, it's not going to work...)
