It's possible to screw up absolutely anything. There are no exceptions. None.
The fact that they screwed up their solar farm does not mean that most other places are not saving money with it. There's a reason that they are popular. It works.

Does ripping down the panels save them money somehow? did they pay for panels already and own them? Or is this some sort of lease, or even worse, a power purchase agreement?

Things can always surprise you but it seems like a ridiculous concept. Especially with quickly rising energy prices.
Maybe their roof needs to be replaced and the cost of reinstalling them afterwords isn't worth the cost? They may be older models as well which have lower orginal efficiency and have decayed significantly.

The only way I can think it makes sense is that they're in a PPA where the terms are such that they're paying way too much to the solar company that actually owns the panels.

It must be a screwed up contract then. It should have only been put in place if it saved them money. It should also save then more money as wbwegy costs increased..... unless the other side of the contract gets all those savings.

I've seen lots of door to door solar salesmen offer pretty bad PPA terms, so that's where my mind went.
