I'm choosing to take this as a good play from Kahn to get it in place as a "small" thing for a year but knowing that it'll be harder to take away in a year's time at which point who knows - perhaps it will be rolled out further.

I'm pretty sure the US's child tax credit program thing had net gains inreducing child poverty, but that got stripped away, so I worry that won't be enough... ~Cherri
