It says "Blocks other than", so why would they go to their town? It literally says that that is not the problem.

Because its an excise tax letter which is why the registration is blocked. The excise tax is being phased out and anyone that even owns a minor amount of $$ gets these. Mine said exactly the same thing. When I called the town hall an automated message said "Due to the volume of calls regarding recent mailings about registration blocks there may be a long wait"
