West PVD is the crappy part...basically everything surrounding Classical High down to Olneyville (Excluding Federal Hill). I didn't make the rules so please don't shoot the messenger.
Crap, I think this implies that not all of PVD is crappy. I didn't mean to do that. Like cell phone companies, they all suck, just some suck less.
