Oh that makes sense. Rhode Island plumbing code (https://up.codes/viewer/rhode_island/ri-plumbing-code-2019/chapter/3/general-regulations#305.4) should prevent that, but it obviously happens in older buildings. Even newer buildings aren't always up to code.
