Says trending towards, as I'm already using more cause its colder but in fact I'm not using more. I suppose it's to make the incoming rate hike appear to be our usage increasing.

It’s a guess that you’re trending towards. Because it’s a projection. They’ve also always sent these projections, long before it was RI energy, so no, it’s not to trick you into thinking you’re using more. They put a usage comparison right on your dashboard when you log in. It’s not the conspiracy you’re looking for.
