I make a lot of bread and was wondering if there was any venders in the state that ground and sell their own high-gluten, whole wheat or AP flour for baking? Would really love to support local businesses in this way if anyone had suggestions. Thanks!

As others mentioned its also a cool spot around the mill / the main mill and store itself. Real pretty landscape around it. Not too far away is Peter Pots pottery also and its in a really neat old building on another dam and is a local business. I buy stuff from them for housewarming gifts etc and have a few kitchenware items from them as well. Worth the trip if you're in the area. https://www.peterpots.com/

Not *quite* Rhode Island but I buy a lot of (reasonably-local) flour from Maine Grains via Rhody Fresh Market Mobile and have always been super impressed! The Red Fife is especially good.
