No. Everything in RI is incorporated. Your options in New England are very limited
Just to clarify, the Whites are a National Forest not a Park. A minor but notable distinction.
There are some sites in Arcadia Management Area that you can reserve through the RI DEM but as others have said there isn't much in the way of dispersed camping here. Connecticut has a series of shelters just over the border in the Pachaug Forest that you can reserve as well.
There’s a primitive campsite near stepstone falls. There’s no water access, but there is a pit toilet and a fire pit area. I’m not sure what the reservation process is, but depending on the time of year, I’ll bet you can just show up.
Pachaug is worth the trip.

Stealth camping is how we did the north-south trail. Never had an issue.

The state of Rhode Island doesn't offer any dispersed camping. I used to really be bothered by that until I understood why.

No, there’s really nowhere to do dispersed camping in this area. Out west and in other countries there are large tracts of public land where you can camp but in New England it’s going to be national parks only and then only so close to the trail. You can back country camp in the White Mountains in New Hampshire, in the National park (Forest).
