Thank god. I was going to be pretty angry if they tried to keep those inflated rates now that natural gas has come back down from the peak

its still high compared to previous summers. Last summer it was 7.810/kwh, so this proposed rate of 10.675/kwh is a 36% increase over last year. Higher than the winter 2021 rate.

That's the new game with utilities. Over Inflate and settle back significantly higher than if you tried to bump the rate up, then it won't "feel" as bad for people. It's win/win for them.
