Our DMV is pretty rogue. There's a similar issue with them refusing to issue plates for kei trucks. They don't have a legal basis, so they just refuse to do their job.

No Kei Truck plates!!!! I dodged a bullet there, I lost an auction a couple of months ago; end up with a Tacoma instead.
