According to the news report

The 2-year-old had been born with neonatal abstinence syndrome and opioid withdrawal symptoms, but the child's parents had failed to take him to multiple follow-up medical appointments."

Somebody in the social service and court system failed this child miserably. Investigate and charge the civil servants responsible.

CYS is a shitshow in PA. I'm a mandated reporter and have had multiple reports and dealings with them.

I was once contacted as a pediatric health care provider about a patient who was being followed by CYS in Philly. I told them that they should worry less about that kid and worry more about his younger sibling who hadn’t had any immunizations since they were 2 months old and had never gone to school, even though they were 8 years old. CYS didn’t even know the sibling existed (which I thought was really strange because I saw them both as patients and the parents brought them in together).
