if you say so, personally I'd say its a good way to keep desperate to work people from being taken advantage of. Everyone knows that COL varies by region but there's still a minimum that will get you by, even in the cheapest area

This is not possible unless there is collusion between different employers. There was evidence of that happening with big Tech in Silicon Valley a while back, but there is no evidence of that ever happening in Pennsylvania.
