I don't know how you could see grey in that law. It doesn't have any exception for filming from a public space. The cops should have investigated and shut him down, but one can't expect cops to act in people's best interest. I don't blame anyone for calling them, but often cops will escalate a nonviolent situation into a violent one, so there is always a danger when they arrive.
