They are supposed to be hard to find. I don't really follow high end whisky though.

Hard to find or hard to find because they restrict the purchase to up the sales price ?

these are produced in limited quantities by the distilleries and the state would only have been able to purchase so many for the year. high end whiskey takes years to make and they can't always predict advance demand so sometimes stuff like this is hard to come by.

On top of what the other user has mentioned...

The same distillery produces and bottles some other, more higher-volume brands, which are sold at a very reasonable price. But they're almost always sold out. And since these bottles on auction are aged 10-23 years, they can't do anything in the short-term to increase supply.
