Google pulls up that since 2020 they've been trying to phase it out USA Wide as blue is significantly easier to see and can be seen much farther away than red so they are phasing out red and going for more blue but I don't know how accurate that is.

PA Light Laws simplified are very clear on this. It would make no sense for Pennsylvania Law Enforcement of any type to use just blue lights.

That sounds highly unlikely. I’m a first responder, and they are trying to increase the visibility of emergency lights, not decrease them.
