Why did the PA Dems already declare victory in flipping the state house? Out of 142, 144, and 151, we need to win 2 of those to have the majority.
Moffa's up by exactly 2 votes in 142, and Cerrato is down by a couple dozen votes in 151. I feel like it's extremely premature to declare victory right now when the races are that close. Especially when we just spent the last 2 years deriding Republicans for not understanding that it takes time to count every single vote. We're gonna look really, really dumb if Hogan closes that gap.
Am I missing something?

What's likely going on is that the campaigns have data they are using to measure their own performance based on expectations that they do not release to the public (the kind of thing that was stolen in Watergate).
If they are confident there are x ballots coming from y precinct and those ballots are breaking in their favor by z%, they'll make a statement like this.
For the news media, they have to wait for official returns for recounts and things like that to become publicly available.

I think they're expecting Cerrato to get a majority of the remaining mail-in ballots to be counted, which somewhere posited that may run through tomorrow.
