County pay in PA is notoriously low. Can’t attract / retain talent when your employees are underpaid. For many, the pay for a caseworker position just ain’t worth the stress.

I’m not surprised that a state that doesn’t like funding government services is having trouble with this. Adequate funding is necessary for your services to be functional.
