If you paid your fee at the booth and you were coming from out of state, what probably happened was you paid at a booth at the boarder and were paying to exit the OH turnpike. Then as you crossed into PA, they snapped a pic of your plate for using the PA turnpike because we haven't had any in person booths in years.
