Sounds like: "Just call the cops, if you are not sure, call 911 and let the professional screen that out. Don't try to become law enforcement."
It's tone-deaf and ignores the fact that the person you're calling in might not be a 'professional' by any stretch of the imagination and often ends up causing more harm than not being involved.
Don't call the cops on anyone you wouldn't want to see laying dead in the street at the hands of a low IQ maniac with a gun.
Likewise don't call CPS on anyone you don't want harassed or having their kids taken away by "just doing my job" social workers.
If you're okay with those outcomes, by all means, report whatever.
