You asked about two specific things. She responded back with a bunch of other things that arent what you asked about that she does support, ergo, she doesn't support the things you asked about.

The Carbon Dividend Act is a Carbon tax. It keeps coming around and will likely make another run.

edit: I do agree it's more in the area of the request than any specific immediate plans.
