I think the state your looking for is Florida. Lots of sun so good for solar panels and they have plenty of land. They have zero crime. Florida is the perfect state for a disaster because they have them all the time. The state Capitol is a train wreck but the rest of the state is fine.

Plus we can just flip that switch at the state border and release them into the sea if their misbehavior outweighs the entertainment
