I would guess this was around early 1940s because of the electric pole.. Rural Montana got electricity in 1938. The shack behind them isn't hooked up.

Is it an electric pole because it has two cross members? How do we tell it's electricity vs telegraph?

Again, the image is fuzzy. I think the dangling down of the insulators would denote electricity. Old telegraph poles had the insulators normally positioned pointing skywards. However, to be fair, you do, on occasion, have electricity poles that have insulators pointing skywards, too. Again, this is all speculative.
