It's like a little suss but 99/100 times you'd be good even really late. Before 10pm I'd say 299/300 times you'd be good. Bad thing would most likely just be uncomfortable not particularly dangerous too like aggressive pan handling or someone shouting at you etc
I walk from Broad St NJT to Norfolk St via Orange all the time at night. Sometimes even Penn to Norfolk, but usually via Central Ave.
Full transparency, I'm white and have lived in Newark for five years. I stick out like a full moon around here. Other user is correct; basically guaranteed safety during the day. At night, you'll be fine. Just walk like you mean it. No one is usually around, and if they are, they'll be walking like lightning as well.
Whenever people ask questions like these, my answer is always, walk like you belong there. Your energy really dictates whether someone may view you as a potential victim.
