Nobody had recorded albums yet but there were operas and symphonies. Mozart's operas often make the "best of all time" lists. I'd pick Don Giovanni.

The best album before then was probably something like Edison saying "Is this thing working?"

There were a few sets of printed music in the 19th century described as 'albums', particularly in the German speaking world.
