Is that for vehicles which are on the road? I didn't see a link to the actual text of the bill, and am assuming it doesn't care about a car you're just leaving parked outside and not driving, but it would be good to check

I would assume so. Bill is designed to stop the chunks flying off moving vehicles.

There's not much information out there yet, but based on this specific language, it appears that they only intent it to apply to vehicles operating on a public way.
