You can't emit visible smoke for more than 5 seconds at a time but it's up to the cops to enforce. There isn't an emissions check at state inspection time aside from the Cumberland County OBD check on vehicles under a certain weight, and that the exhaust system is complete and not leaking.

Yeah, they can enforce that law as soon as they do the one about aftermarket mufflers on harleys.

You only need to get an emissions inspection if your car is registered in Cumberland County. In all other counties there's no emissions testing.

You modify the fuel system to dump too much diesel into the engine to the point that it doesn’t burn all the way and it pukes out a massive cloud of dark black smoke. It looks like a coal smoke. That where the name comes from.

If the state inspection guys don’t get on you about lack of a diesel emissions system the EPA has been becoming more and more aggressive with enforcing regulations. Do with that what you may.
