Not surprising. This is a CSA so it includes all of York County, Sebago Lake area, etc.

Does this mean the area in question is the place that houses the second home or the primary residence of someone that owns a second home elsewhere?

The second home of someone whose primary/legal residence is elsewhere. It doesn't appear to differentiate between someone that for examples lives in Cumberland and also has a place in Naples vs. someone from Massachusetts that has a camp on (ugh) Sabattus Lake.

Are people really surprised about this? It's not a new phenomenon. People have been summering in Maine for over 100 years. Second Maine summer homes are not the cause of the housing issue? Sorry are locals buying the 2 million dollar ocean front estates? I don't think so. I'm as mad about housing as anyone but this isn't the problem.

I'm surprised there are so many listings for PA in areas that are low in population but high in the number of state parks/gamelands. Why is there not a similar area for hunting/lake cabins in Maine?

This is why I mock the hell out of YIMBYs. No im not calling for building to stop, but Portland has more units and yet a stagnate population. Cali also pushed upzoning and literally has less people now.
