It means they won’t hold you to the ticket, but you need to know when and when you can’t park there.

Warnings are free. Remember mama yelling at you for doing something stupid but didn't ground you? That was a warning..and it's better then the alternative
Edit: also I'm sure it's for snow removal so this will happen every year about the same time if it is

The only thing that kept my moms warning on a verbal level is if I had extended family over, even then on thanksgiving I’d get a wooden spoon crack if I went in the kitchen 😅
