The Netherlands. She has a year contract with us which can only be ended after a year or when a judge decided she has to go (after 3 months on no payment). She kinda left the house and moved to her bf because the bills started piling up and she can't pay. So I'm stuck with a room where I cant put in a new renter.

Looks like you might have to get the courts involved. Partial payments can be considered late payments and is grounds for legal eviction.

Yeah I'm afraid we have to. The issue is that we have to pay legal fees in advance. And if we win (which we probably will) she has to pay it back. But she doesn't have any money. So it's kind of a gamble if it would cost us more money or not. Thanks for your help!
Offer her cash to move. Say “listen we don’t get along. If your stuff is out by date Y and you return the keys I’ll give you $X”.
Sounds crazy… but its often how landlords get bad tenants out.
Give her a small amount of money to leave quietly and quickly. Sometimes called cash for keys.

I think they meant something more serious. I went through the same thing and I solved it by opening all the windows in the winter, bought an air horn id sound at randoms times whenever I felt like it. Eating all the food in the refrigerator.

As soon as she’s three months behind in payments (ie, rent is 1,000 and she’s partial paying 500, in 6 mo she’s 3 months behind the 3,000) take her stuff out and change locks.

This is a question you should probably ask in local Duch groups, they will be able to tell you how likely it is that she files a complaint to the court. In a lot of European countries, the courts are so slow that people don't even bother.
Offer her some money to leave
If she has moved in with her boyfriend send her a notice that if she doesn’t pick up her “abandoned property” within a certain time that you will be placing it in storage that she will have to pay for. Then do it. You will then have a room to rent out.

Ask a friend to move in and pretend to be a new lodger to make payments up.
When they meet get them to tell her he has scabies and not to tell you.
Try to seduce her. It will either get you something out of it which you can then use to your advantage later, or she will be creeped out and want to leave.
Not the best suggestion but if she doesn't have money for rent then she doesn't have money for filing fees with the court.
Does she have a copy of the lease? Does she pay in cash or with a card, check, app, anything traceable? Did she give you a security deposit?
If she doesn't have proof she lives there (no lease copy, paid in cash, etc) I would be sorely tempted to do the wrong thing. Which is change the locks, put her shit by a dumpster (not out front) and pretend you don't know her. I might even sell some of her shit on the DL to recoup my losses on rent, bills, and changing the locks. I've even got at least two friends willing to lie in court that they were living in the apartment, not her.
Yeahh sadly we have a contract, she did some payments by bank transfer, and we have whatsapp conversations about everything. Hence why I feel kinda stuck, since the Dutch housing system is all about protecting the tenant. I guess we're going to keep pushing her and threaten with legal stuff. In the meantime, I'll be an asshole and suddenly change the wifi or accidentally turn off the water when I leave for the weekend :)
Change passwords on all wifi and streaming. Shut off anything nonessential, like cable TV. If you shut off essentials like water or electric that can be construed as illegal eviction so be wary of that. That said, take all your belongings out of common areas and move into bedroom or storage. Nothing says she can use your TV, dishes, toilet paper, dish soap, towels, couch, air freshener, etc. Remove all food and toiletries to your bedroom. Put a lock on your bedroom door.
Be careful who you rent to, and start the eviction process as soon as you are able.

You'll probably need to specify which country/state.
If the renter is only paying partial payments, then eventually they'll get 3 months behind.
If you own the property, you could simply refuse to renew the lease, or if they're a month-to-month tenant, you could simply serve them an eviction notice relevant to your country/state.
For example, in South Australia a fixed-term lease can end by giving the tenant a 28-day notice that the landlord isn't renewing the lease, or a periodic term (month-to-month) can be ended with a 90-day notice.
