Why not create margins on the statistical data…..if it doesn’t know 100% with a error of +0 or -0. It with doesn’t respond or asks a pointed question.

People make up nonsense too, it’s just coherent

If you can get an AI to ask a relevant question at a relevant point that's not just a programmed threshold or response (a heuristic, in effect), then you'll have made proper, true AI.
