Yes, if you were to say, "but roller skates are attached to your feet, if you can't easily get off then it can't be a vehicle" I would argue that wearing a seat belt in a car doesn't disqualify it from being a vehicle.

Roller skates seem to be considered "personal conveyance" and not vehicles. You're still a pedestrian whilst wearing roller skates and you're not supposed to be on the roads using them whereas a bicycle is, in almost all circumstances, considered a vehicle and you're no longer considered a pedestrian.

I definitely have Roller skated down bike lanes and low traffic roads. But it's also definitely way less safe than a bicycle.

Eh, legally it depends where you are. Some places define them as a vehicle, others as a childrens toy. I disagree with the latter definition, but it is the law in some countries.
