Usually, awning windows open outward, not inward. Somewhat odd thing you have there but I have seen it before.

Nope city inspector won't pass it. I had tried attaching a hook to the ceiling with some wire connected to the opening handles that would hang on the hook and he still failed me again.

For egress, it should never pass. It must open outward. Get a new window. It helps if you add a full description of your situation when you post for help.

For our city codes, all they have to be able to do is stay open by themselves and meet a certain size requirement for egress.
