Try laying some of hard foam insulation (HD or Lowes sells it in 8' planks and it's usually pink) and then maybe some plywood on top of that followed by your antivibe pads. The insulation will lessen the vibration and kill a ton of the sound as well.

It's really stiff, nothing like memory foam. Think more along the lines of the stuff used in packaging then mattress foam.
