Are there gutters/downspouts outside that corner of the house? Looks like moisture penetration. Check to see if water is pooling up to the foundation in heavy rains too. Need to get the exterior corrected before working on the interior.

The wall is on both sides on the inside. There is also no reason for any wires or pipes to go through. The picture is around here

Or seepage from underneath? I would guess some moisture testing to find the source. Fix that, then fix this wall.

hold on - I didn't consider that.

The house has a basement underneath but not under the whole house. THe basement is very wet and when it's raining strongly, the water pushes through one of the inner walls. It is exactly below this spot!! And the outside is also inclined towards the house. If puddles build up outside, the water flows right into the wall.

This is actually a pretty good guess, holy shit. I have to think about that.

Are there any bathroom fixtures on or near the common wall? Like a sink, tub or commode? Other option would be termites? They can get into the center of a home through cracks in foundation, they typically will be in walls with moisture damage. I’d suggest having a licensed plumber inspect the areas for you to pinpoint what all is going on to help get it resolved.

My first reaction is that it looks like rising damp or damp of some kind. I don't have any experience of it myself but it will definitely need addressing before you can successfully redecorate the wall.
