Doesn't necessarily have to be welded. Cut the legs, slip a larger pipe over it. Problem there is as noted it's going to be flexing and bearing load differently.
Don't drill out space for the casters though. That'll weaken the metal tubing and you'll snap the thing in half before you know it.
Thanks for pointing that out! I think it’s gonna be hard to install casters without drilling holes…

That's the problem with pipes - they're really strong up until they're not...

Otherwise you could try to install casters where the plastic feet are. Should give you about 5cm clearance.
