Tilt and turn window stuck in closed position

So that's the problem.

Everything that I found online is how to fix when you manage to have it in both positions open and mess with the spring buttons a bit and voilà.

However, the window is locked in closed position, not open in the least.

The handle is in the proper position facing downwards, but it won't move.

I'm guessing the only way is to call an expert but I wanted to see if there's something I can do on my own first

Pictures make a difference.

Is the handle spinning on the shaft? There is usually a set screw near the base of the handle that may need tightening.

Push on the sash while attempting to turn the handle. Sometimes the internal hardware can bind.

Sounds like a crank out casement that has a sash that won’t move. Usually this comes down to one of three issues:

  1. The sash has even painted shut and the paint needs to be cut open to work properly (this is usually pretty easy to spot and doesn’t sound like your issue)
  2. the operating hardware is either binding or is malfunctioning and a repair + replacement will need to be made
  3. the “keepers” or locks on the sash itself are not moving from their locked position when the lock/unlock latch is used, causing the sash to stay in the same place

Unfortunately I'm at work now so I can't provide any pics

The window has not been painted shut.

I can only turn the handle a few degrees, maybe up to 10-15.

It feels... sealed shut.

And the window doesn't budge in the least

Mechanism is probably binding, and will require professional fix. Call a window guy and show him a picture of the crank.

In that case I suspect a rack has seized or slipped - try to work some penetrating oil in between the window and frame around 3 inches from the corners where the racks join - use a spray tube to get the oil in - just gently work the handle over the next few days while adding more oil - sometimes the mechanisms just need a good oiling and they will start to work again.

Not to be snide, but are you sure you have the lock handles in the right position? Sometimes I do that with mine and end up tightening them so much it feels like it’s stuck.

No worries, it has happened to me as well. It's not that. The handle is at the proper position for when the window is closed. It's just stuck there and won't move
