In that case I suspect a rack has seized or slipped - try to work some penetrating oil in between the window and frame around 3 inches from the corners where the racks join - use a spray tube to get the oil in - just gently work the handle over the next few days while adding more oil - sometimes the mechanisms just need a good oiling and they will start to work again.
